Aktoty Raimkulova has been Minister of Culture and Sport of the Republic of Kazakhstan since July 2019. Before her appointment, she was the Vice-Minister of Culture and Sport. Raimkulova was also previously the Director of the Department for Culture and Arts and Acting Deputy Chairman of the Committee for Culture and Arts of the Ministry, vice-rector at the Kazakh National Conservatory.

Aktoty is a member of the International Society of Contemporary Music (ISCM) and serves as secretary of its Kazakhstan branch.

She is a member of the Composers of the Republic of Kazakhstan, laureate of the Republican Competitions of Composers of Kazakhstan, laureate of the Prize of the Union of Youth of Kazakhstan, and also has the honorary title ‘Honored worker of Kazakhstan’.
